Resources Victoria updates operators about new duty model

Resources Victoria has spent time updating the state’s quarry operators about a key change which will take place from mid-2027.  

The resources regulator has recently spent time with members from the Institute of Quarrying Australia to explain a new risk-based operating model, which will come into effect during 2027.  

According to Resources Victoria, the new model will mean the operator will have the duty to manage risk.  

“While work plans will no longer require approval, a work authority, along with a planning permit or EES decision, will still be needed. Moderate and higher risk operations will also require an approved rehabilitation plan,” the regulator said in its release.  

“The main benefit of the model for quarry operators is that it sets clear outcomes and allows risk solutions to be tailored to suit individual sites without the administrative requirement of a work plan.”  

The Victorian regulator will continue to consult and educate the quarrying sector further about the change as the model moves closer to implementation in 2027.
