
Resources Victoria has shared more details about the regulator’s ongoing inspection program of the state’s quarries and mines.
The regulator has been conducting an intensive series of site inspections to assess how site risk is being managed. Between February and June 2025, the regulator visited more than 350 sites across 50 local government areas.
“It has been a big year out in the field for the regulator and we’re well on the way to inspecting every mine and quarry in Victoria at least once by mid-2026,” Resources Victoria executive director for regulatory operations Laura Helm said.
The regulator found that the majority of sites inspected were low risk with no major risks identified. Around 40 per cent of the sites required operators to address minor issues. Most of these issues were quickly resolved without any enforcement action being taken.
“What we are seeing is that operators want to do the right thing. Where we have identified room for improvement, they have completed required actions promptly,” Helm said.
A common issue during the site inspection was the lack of progressive rehabilitation which included operations which had not engaged in rehabilitation and some that were behind in their progress. Concerns around signage, fuel management, gates and fencing and derelict equipment were also noted.
Helm said the regulator will remain focused on operational risk, progressive rehabilitation and work plan obligations.
“Managing a resources site is a complex process and Resources Victoria is keen to help industry understand and deliver their requirements,” she said.
